This study considers the meaning of the concept of the Holy Qur'an being a criterion over the other scriptures where the origin and application of that concept is concerned. It also considers the role of the Holy Qur'an being a criterion in the determination of the relationship between the Qur'an and the Bible. The study also points out that the Holy Qur'an is rich in several Qur'anic concepts including this one which is considered as one of the major concepts of the Holy Qur'an. This concept makes evident the close relationship among the heavenly scriptures and that they all address the same issue. The study also points out that the concept of the Holy Qur'an being a criterion is considered as one of the scientific, critical and historical Qur'anic concepts which is considerably significant when compared to the other Qur'anic conceptual contexts in a general sense. The Book (The Holy Qur'an) had been revealed in truth, confirming and as a criterion over the other heavenly scriptures. It is for that reason that this study deals with the concept of the Holy Qur'an being a criterion, linguistically, terminologically and conceptually.

This study focuses on clarifying the connotations of the Holy Qur'an being a criterion whether these connotations are interpretive or explanatory in nature. These connotations include that the Holy Qur'an is a confirmation of, a witness over, a preserver, controller, caretaker and guardian of the other scriptures. This is in addition to the connotation that the Holy Qur'an is the superior and judge of the other scriptures as well as being their touchstone and yardstick. There are also subjective connotations to that concept of the Holy Qur'an being a criterion over the other scriptures. This is found in the miraculous nature of the language and rhetoric used in the Qur'an as well as its universality and comprehensiveness and the finality of its message. It is also evident in the Holy Qur'an's being a criterion over nations and civilizations, beliefs and religions, over sources of knowledge and science and of legalization and conduct. This study provides applications that are underpinned with scientific proofs and applicable examples pertaining to that the Holy Qur'an is a criterion over the preceding scriptures.

The study also points out the role of such characteristic and its aspects, including: that the Qur'an informs people about the distortion and mutation of preceding scriptures, that it acts as a criterion over other scriptures, that it points out to People of the Book (Jews and Christians) where they went astray in their beliefs, that it reveals several concerns that were hidden by People of the Book and that the Holy Qur'an mentions the good qualities of the divine scriptures and informs about their contents. This study seeks to confirm that the primary characteristic of that the Holy Qur'an acts as a criterion over other scriptures is that it has the authority of being an authentic reference and monitor. The study points out how the preceding scriptures were distorted and mutated and where issues were hidden or abrogated . The Holy Qur'an therefore implements the role of a history reformer, a history which is represented in that Divine, religious legacy of the revealed scriptures. The Holy Qur'an also reforms the present when it stipulates that it is the Book of Truth and it also guides the future since it includes truths about knowledge of the seen and the unseen. It is therefore, imperative that the Holy Qur'an exclusively qualifies to be the unique criterion since it is the conclusive judge for no scripture comes after it.

Consequently, the Holy Qur'an engrosses the entire religious/historical area from its past, present and future aspects. The study also points out that the secrets of that Qur'anic characteristic {i.e. being a criterion over the other divine scriptures) lies in its ability to reveal that which is true and that which is false and that which is established as a fact and that which is changeable. This is the mission of the Holy Qur'an which it achieves with superiority since it is the only scripture that contains the only true divine unique criterion to which the other scriptures are exposed thus divinely establishing truth and abrogating falsity.

The study clarifies that this characteristic of being a criterion over other scriptures is present in all the aspects of the Holy Qur'an. It is evident in Qur'anic stories as well as in religious and legislative matters and also where everyday matters among people are concerned since the Holy Qur'an is an absolute criterion. It is a criterion over all the prophets' legacies and the revelation of all divine scriptures and commandments. The study points out that this concept of criterion is multi-faceted and many-sided. It is closely-related to preceding divine religions since the central point of that concept is religious, critical and historical and it is therefore a wide, general, comprehensive and absolute concept. This study focuses on removing the confusion from which People of the Book, including chief orientalists, suffer since they claim in their books and in their web forums that the Holy Qur'an includes many Ayahs (verses of the Holy Qur'an) that stipulate that the Holy Qur'an confirms those scriptures which had preceded it. They conclude that those scriptures are, therefore, authentic and should be followed and believed in the same way as the Qur'an. The study then points out the falsity of such a trend of thoughts. This study emphasizes that this concept of that the Holy Qur'an is the criterion over other divine scriptures is a considerably significant matter where Qur'anic studies are concerned and that that concept includes several aspects that are mentioned in the Holy Qur'an and deals with such aspects with analysis and criticism. This criterion concept then surpasses the domains of criticism and reference which includes criticizing and discussing the origins of religions to being an acknowledgment of what is true and what is false where beliefs and legislations and other religious matters are concerned.

The scientific significance of this study lies in that it points out the conceptual determinants of the Qur'anic criterion concept. It also lies in that the study comprehensively deals with the connotations of that characteristic as well as in its presentation of scientific applications of that characteristics from the Holy Qur'an in accordance with a number of scientific methods such as the subjective interpretation method, semantic analysis and comparative method.
