This study aims to identify the main restrictions to the employment process in State of Qatar, and to find out factors that led to the presence of many observations by job seekers and graduates of different levels, whether they are holders of high school diploma or university graduates during the appointments procedures at Governmental organizations. In addition to monitoring the challenges faced by the Ministry of Aministrative Development, Labor and Social Affairs as the centralization of employment in the government sector and what it has accomplished to this day in terms of knowledge of what has been accomplished by its own departments towards this change to adopt the national Qatar vision 2030 and also know the Civil Human Resources Act of 2016. The articles related to Personnel Appointments, executive regulations, its analysis by experts, as well as the addition of an important proposal to facilitate the recruitment process, including the establishment of a management or training center for new employees before they become operational. To reach the goals of the study, the researcher used the descriptive approach, relying on the questionnaire tool and previous studies to collect research data.Among the most important findings of this study is the need for flexible procedures during the process of employing citizens and not wasting time to obtain a job opportunity through the preparation of a proposed policy to facilitate the mechanism of the employment process in the ministry, especially those who have submitted to obtain the job for a long time ago and has priority in obtaining inasmuch to the required qualification. Also to the support of many citizens on the need to train new employees with the basic skills that they should be aware of before they are going to work; The most important matter is that they must be fully aware of the civil law of human resources, to know their rights and duties towards their work and to be aware of the tasks they should perform during their presence in the workplace. At the Ministry of Development Planning and Statistics from 2014 until the current year 2017, The statistics on the number of Qatari citizens employed and unemployed were analyzed, And to rely more on human development as one of the cornerstones upon which the Qatar National Vision 2030 is based.
