Human thinks as long as he lives, it is instinct, except that it is aberration, while thinking he improves his intellectual skills and abilities trying to understand what it should be, such is Allah’s way in the creation, he infers a general law from particular instances, then he subtracts particular instances by referring to a general principal, it is the main method of reasoning that scientists and researchers use in sciences and knowledge. Islamic jurisprudence (Fiqh) is the greatest of these sciences as it is approved by the divine revelation, it does not depart from this method of thinking, indeed the predecessors Islamic jurists and their successors adopted founding and setting rules, which means the transition from the branches to the rules that include a group of branches, to control and facilitate its gathering and possessing. This was in all branches of Jurisprudence without exception, but it is less used in political jurisprudence. The good governance may be similar to the foundation of the human building on which the walls are built with solid bricks attached with a roof above it. This makes a house where the family lives venerably, strengthened and protected from burning heat and freezing cold, it is rather immune to everything that keeps them away from worship of Allah and his succession in his land.
