This research seeks to give a full definition of “Al-Muallafa Qulubuhum” in the past and the present time, as one of the groups deserving Zakat. “Al-Muallafa Qulubuhum” are those whose hearts are needed to be attracted to Islam. To clarify the meaning of “Al-Muallafa Qulubuhum” we follow the usage of the word in Qur'an and Hadith including the cases of giving them from the era of Sahaba to our present time. In addition, the study identifies who has the right to identify Al-Muallafa Qulubuhum in light of the contemporary applications of Zakat. The study answers questions like: What is the best way to pay Al-Muallafa Qulubuhum nowadays? Is it to give them money, or provide them with some services like education or health? To what extent we need to pay Al-Muallafa Qulubuhum, and is it acceptable according to Zakat rules to pay their share through services provision?
