After the globalization and the spread of the technology, the whole world turns its legal and governmental treatment form paperwork into the electronic system. Among the countries that described to use this method is Qatar, in order to let the people have an easier life. Coping with the technological life and rapid lifestyle, Qatar sees that the paperwork hinders the progress of the country. For example, the people who deal with paperwork need more time in order to make sure that the procedures have been taken into consideration. That affects the flow of work in the governmental institution as well as the people who need to go to their work. The 20th century has witnessed a huge and massive movement of the industrial revolution. In the industrial revolution the power of the machine has been replaced by the power of the man. Those made many people suffer from unemployment and consequently exceeding the numbers of crimes and criminal. After that, the internet spread all over the world in order to prove the power of the man in discovering and undermining the power in order to help and serve his own needs. This essay will be a reflection of the interference between the technology and the education to the extent that papers are used in a little form. Qatar has decided to make use of the national ID which is provided to each citizen, in order to make the life of the people and their treatment with the government much easier. As a result, Qatar has constructed Hukoomi site that provides the citizens with all information they need in order to finalize their papers. This site provides the official information of the citizens, in the past, people when they wanted to know the penalty on the driving license or wanted to make any legal papers like the certificate of birth or anything else, they went to the governmental institution and this process was a time and money consuming. As an inclination to develop their own system, the government uses the online sites in order to facilitate the ways by which the citizens know much information without hindering their own daily life in order to come to the governmental institution. So the government exploits the idea of the national idea and the smart cards in order to establish the e-governmental portal. In 2014 Qatar has improved its usage of the e-governmental portals by making the Digital identity service. This service is a technological service which is related to the mobile web service that means the citizens have the ability to check the information they need through their mobiles. The government has also improved the use of the electronic document launching the third version of Hukoomi site. This essay will demonstrate all that belongs to the use of the electronic document especially in the educational field and a comparison between Qatar and the other countries that use the same technique. Technology does not only contribute to the field of government, but it also contributes widely to the educational field. The eBooks and digital learning have replaced the printed books.
