E-commerce is a twenty-first century challenge for parcel delivery companies as the pace of e-commerce growth is exponentially increasing and outmatching the forecasted demand. The common successful e-commerce and last mile companies are originated from China and the United States of America However, the Middle East region is in the process of developing logistics infrastructure and improving its traditional commerce services. The aim of this research is to identify the last mile factors that help in developing a framework of the variables that impact the efficiency and effectiveness of the parcel delivery system. In order to understand the local market and its customers’ needs, a review of the literature coupled with a local market analysis, and an online survey were conducted. The collected data were analyzed leading to a proposed framework of enhancements for the last mile package delivery companies in the State of Qatar. The proposed enhancements are structured into different phases of application to help in gradual implementation.
